I think their thoughtprocess went 'okay so we have brook on screen, and if we do that AND add Usopp's awesomely stylish new Van Helsing outfit the fangirls minds will explode. So we won't do that'. and they didn't, they just showed him getting molested by tentacles. A much saner decision.

Brook is indeed supertall, as people in One Piece-verse sometimes are for no discernible reason other than 'That's how Oda rolls'. He probably has to stand on his knees whenever the mistletoe strikes him.
